Interim Regulations for the Management of CSUST International Students

Chapter 1 General Provisions

Article 1 In order to standardize the international students management, to optimize studying atmosphere, to guarantee the legal rights of international students, and to further improve the cause of international students education, these regulations are formulated, in accordance withRegulations for the Admission of Foreign Students in Higher Institutions,Regulations for the Administration of General Higher Institutionsand some other related laws and regulations of China, with the reference to the actual situation of CSUST.

Article 2 CSUST is an institution of higher learning approved by the Ministry of Education to enroll international students. Any disciplines or majors with Doctor program, Master program and Bachelor program can enroll and train international students under the premise of strict security work.

Article 3 International students education constitutes an important part of the education work of CSUST. The related department and divisions of CSUST should integrate the work of training and educating international students into its overall planning. The principle of “Expanding scale, enhancing levels, ensuring quality and standardizing management” should be adhered to in the training and educating of international students.

Article 4 These regulations apply to the foreign citizens holding passports of foreign countries who register and study the degree or non-degree program at CSUST.

Article 5 All CSUST international students must abide by laws and regulations of China, as well as the regulations of the university. Students should have good moral standard and conduct, study hard, be innovative, dare to face all challenges and strive hard to master modern scientific knowledge and skills; students should pay attention to physical training to keep healthy.

Article 6 International Students of CSUST enjoy the following rights:

(1) to participate in various activities arranged according to the educational or teaching plan and make use of the education resources provided by the university;

(2) to take part in students clubs, as well as recreation and sports activities;

(3) to apply for scholarships;

(4) to receive a fair evaluation of his or her academic performance and moral character, and to receive an educational certificate or academic degree certificate, as appropriate, upon of the required programs;

(5) to appeal against any decision or penalties taken for their misconduct to the Students Appeal Committee or Hunan Provincial Department of Education and to appeal for justice or file a lawsuit against any violation of their legal rights such as their right of person, property or other lawful rights and interests infringed by the university, faculty or staff member; and

(6) to enjoy other rights stipulated by laws and regulations of China.

Article 7 All students of CSUST must fulfill the following obligations:

(1) to abide by laws and regulations of China;

(2) to abide by regulations and disciplines of the university;

(3) to study hard and complete the required academic work;

(4) to pay tuition and fees on time as required;

(5) to abide by Students Conduct Regulations, respect the teachers and the elders and present good moral character and behavior.

Article 8 Rewards and Punishments

(1) For those who abide by the regulations, are well-behaved and demonstrate excellent academic performance, can enjoy rewards and praises, including but not limited to: Oral Praise, Announced Praise, Letter of Commendation, Certificate, Badge, Prizes or Scholarships.

(2) For those who violate regulations and disciplines, the punishments include but not limited to: Warning, Severe Warning, Recording a Demerit, Probation and Expulsion from CSUST.

Chapter 2 Management of Study Records

Section 1 Enrollment and Registration

Article 9 The new students admitted by the university should take with them theAdmission Notice, theVisa Application for Study in China(JW202), thePhysical Examination Recordand other relevant documents to register in the International Students Office before the deadline as specified in the Admission Notice. If, for certain reason, the students can not register on time, must ask for leave for an extension of not more than 2 weeks. Those who have not asked for leave and those who fail to register on time will lose their qualification for admission, except that it is caused by the force majeure or some justifiable reasons.

Article 10 New students must undergo a physical examination as required by the regulations of the Chinese government. Only healthy students can be allowed to register and enroll. Students, who fail the health check, will be handled according to their different health conditions and may even disqualified for admission. Students who suffer from psychosis, infection and other diseases not in insurance coverage shall be disqualified for admission. If any falsification is founded in the procedure of admission, the student must be expelled immediately.

Article 11 Students, with other diseases unfit to continue their study, as diagnosed by government-appointed health and quarantine department, will have a suspension of schooling for one year and return to their home countries at their own expense within one month. Students who have rehabilitated during this period may resume schooling by application for readmission, but they need a health re-exam by officially appointed health and quarantine department, then they can restart the enrollment. Those, who cannot pass the physical examination or do not complete the enrollment after the deadline without any sound reason, shall be disqualified for admission.

Article 12 At the beginning of each semester, students must pay their tuition, registration fee, accommodation fee, deposit for room keys, remote controls of air conditioners and TV sets, as well as insurance fees; and register in person at International Students Office within two weeks and get their residence permit. Students who cannot register on time should explain to the International Students Office in appropriate ways. No registration and extension of visa can be made, if the above payment is not clear or something unqualified happens.

Section 2 Change of Major and Transfer to Other Higher Institutions

Article 13 Students, who meet one of the following conditions, are permitted to change their majors:

(1) Recognized by their original department and International Exchange Division, students who own outstanding special skills and can give full play to their special skills after the shift of major;

(2) Confirmed by their original department and International Exchange Division, students who are incapable of pursuing his study but able to take another major.

Article 14 Students who cannot meet the criteria of the selected major or not accepted by the new major are disallowed to change their majors.

Article 15 Steps for the change of major are: advance an application by the student; get the approval from the Departments of both majors, the International Exchange Division and the Academic Affairs Office.

Article 16 Students who find it difficult to accomplish their study in CSUST, can apply for transfer to another higher institution. The procedures include: student’s application, approval from the relevant Department, Academic Affairs Office, International Exchange Division and senior responsible educational departments, and completion of relevant formalities.

Article 17 Students under one of the following condition are forbidden to transfer of institutions:

(1) Students who have not studied for one semester since their enrollment.

(2) Students who are expelled.

(3) Transfer of institutions without any justifiable reason.

Section 3 Suspend and Resume Schooling

Article 18 Students can finish their study in separate stages, but the longest extension of schooling (including the suspension of schooling) cannot exceed 2 years.

Article 19 Students who apply for a suspension of schooling or are demanded to suspend schooling should be approved by the department and International Exchange Division. Generally, the suspension is ratified for one semester. Under special circumstances and approved by the university, the suspension period can be extended, but the overall period of extension cannot exceed 2 years.

Article 20 Marriage in schooling years are not advocated. Students, who find it difficult to study because of pregnancy or delivery, are permitted to suspend schooling.

Article 21 Students who have suspended schooling shall leave the campus after going through necessary procedures. In suspension, student’s status shall be retained but the benefits for an enrolled student cannot be enjoyed.

Article 22 An application should be made by the student one week before the new semester begins after the maturity of the suspension. Only when approved by the university, the student can resume schooling.

Section 4 Withdraw from School

Chapter 23 If one of the following cases occurs, students will be advised to withdraw from school

(1) Not being able to earn the minimum of 24 credits required for the academic year.

(2) Not being able to complete their curriculum within the maximum of schooling (including the suspension period).

(3) No application has been made to resume schooling after the maturity of suspension or an application is made but refused by the University.

(4) Students, who suffer from psychosis, infection and other diseases not in insurance coverage, and who are unable to finish their study due to accidental disability.

(5) Being absent from the school for two consecutive weeks without asking for leave, or though asked, not approved, or fail to participate the required curriculum activities for three weeks accumulatively in one semester.

(6) Students who do not register within two weeks after the beginning of the semester without any proper excuse;

(7) Students who ask for withdraw from school themselves.

Article 24 Students, who have withdrawn from school, should depart from China within the time limit stipulated by the Administration of Exit and Entry of Changsha.

Section 5 Graduation, Completion and Non-completion of Schooling

Chapter 25 Conferment of Graduation Certificate

(1) Students, who have completed the courses required by the curriculum, and met the standard established for graduation can be conferred with a Graduation Certificate. The non-degree education students will be conferred with a Schooling Certificate.

(2) Students, who have completed the courses required by the curriculum, but have not met the standard established for graduation, can be conferred with a Certificate of Completion of Schooling. Students, who have met the standard finally by repeating the courses or redoing the graduation thesis, can change the Certificate of Completion of Schooling to the diploma; the date of graduation shall be the date of the issuance of the diploma.

Chapter 26 Conferment of Degree Certificate

(1) According toProvisional Rules on Conferment of Degree of the People’s Republic of China, the Academic Degree Committee of CSUST will confer Degree Certificate to the qualified students.

(2) If one of the following cases occurs, the students shall not be conferred with the degree certificate:

a) Cheating in the exam or punished with recording a demerit or above due to non-cheating-in-exam reasons and have no repentance actions,

b) GPA lower than 1.7.

Chapter 27 Students, who withdraw from the university after the study of one year or above, can be conferred with the certificate of non-completion of schooling.

Chapter 28 In addition to their own major, students, who complete a second major and satisfy the requirement, can be conferred with the certificate of Minor.

Chapter 29 Apart from their own major, students, who study another major and meet the standard as it is required, can be awarded Certificate of degree of a second major.

Chapter 30 Certificate of graduation, certificate of completion of schooling or certificate of non-completion of schooling and certificate of degree, if lost or damaged, will not be re-issued, but the bearer can send application to the university, and if the case is verified to be true, the school will issue a document certifying the corresponding status.

Section 6 Students’ Archive

Chapter 31 International students’ archives are under the charge of International Exchange Division. Student’s card, formalities of admission and cultivation, and certificates of award, penalty and graduation are collected by the International Exchange Division and passed on to the Department of Archive of the University.

Chapter 3 Regulations on Teaching

Section 1 Course

Article 32 After registration, students shall start to study the courses set by the program.

Article 33 Students are required to complete the whole credits set by the syllabus. The credit number is in accordance with each major’s teaching plan.

Article 33 Students’ attendance on the classes, activities and intern organized by the university will be checked and recorded and any absence must be approved both by the department and the International Exchange Division in advance. Students, who are absent from the required activity without asking for leave, will be excluded from the exam. Whether the student is allowed to resit for the exam by the university depends on his condition of violation.

Article 34 The teaching or social activities for international students can be organized together with Chinese students’ participation. But international students must observe the rules on foreign affairs in China in the content and the location of the activity.

Section 2 Examination

Article 36 Students must undergo the assessment prescribed by syllabus or curricula. The assessment will be recorded in the transcript and collected in personal archives.

Article 37 The assessment has two forms: examination and pass/fail assessment. Students who pass the assessment get the credit. After passing the assessment, students may apply to retake the course to get a higher score. The higher one can be recorded in the transcript. But the credit can only be secured once and the scholarship and prize are awarded according to the score achieved the first time.

Article 38 If a student cannot attend an exam for some reason, he or she may apply for a delayed exam. The score achieved in the delayed exam is as effective as that in the normal one. Its regular part is provided by the original teacher. Absence in an exam without leave permission results in a score of “zero”.

Article 39 Students can apply for taking minor or selecting the professional courses of another major, but the additional costs are required by the related regulations. According to the intercollegiate agreement, students can study the courses from another university. The credits earned in other university can be recognized after the verification of CSUST.

Article 40 Students who violate the exam disciplines will be punished according to Provisions on Students’ Violation of Discipline of CSUST.

Article 41 At the end of each semester or academic year, the students must take the exam prescribed in the teaching plan.

Article 42 Students’ suspension of exam incurred by illness or other special reasons, must be approved by the International Exchange Division and recorded by the Academic Affair Division; otherwise it will be considered as skipping the exam. Permitted by the International Exchange Division, students may attend the makeup exam or the exam of the same course with their junior students. The delayed exam can be postponed accordingly when its time conflicts with the course exam.

Article 43 Students must obey the discipline of examination and shall not cheat. Cheating in the exam results in the grade of zero and the students will be punished according to theProvisions on Students’ Violation of Disciplines of CSUSTand the course needs to be retaken.

Article 44 Students, whose failed courses account for 50% of the total credits in that one schooling year, should stay down to repeat the year’s work.

Article 45 Students, who repeat the course and resit for the exam, must repeat the course or take the makeup exam as is required by the Academic Affairs Division.

Section 3 Class

Article 46 Students should not be unpunctual, or late, or leave early.

Article 47 Students must concentrate on their study and keep good class order.

Article 48 Without permission, students cannot take lessons of another class. When a class is in progress, students of other classes are forbidden to intrude into or make noise outside. Students, dressed slovenly or untidily (including dressed in vests or slippers), are not allowed to attend the class.

Article 49 Students are obligatory to keep the classroom quiet and tidy. Snacks, litter and smoking are all forbidden in the classroom. Without permission, non-teaching activity shall be not performed in the classroom.

Article 50 Before each class and during the break, the monitor should organize students to assist the teacher to erase the blackboard. The public property must be taken care of. Graffiti, inscription and poster on the property of the classroom are forbidden. The desks and the chairs are not allowed to be taken away. Students, who damage the property or dismantle the facilities of the classroom, must be fined and punished according to relevant regulations.

Article 51 Class visitors must go through the formalities at the International Exchange Division and cannot disturb the teaching.

Article 52 Admonishment will be given to those who break the rules above. Teachers and class cadres have rights to stop and correct the offence of the rules. Serious offence will get the disciplinary punishment from the university.

Section 4 Check on Attendance

Article 53 Students’ attendance of the class, experiment, intern, exam and activities organized by school will be checked. Asking for leave is required for the absence. Absence without leave or permission is regarded as playing truant.

Article 54 Approval from the International Exchange Division are needed for students to depart from the campus earlier or return to school later than it is scheduled, or the absence is considered as truancy. Students, who depart from Changsha (holiday included), must ask for leave from the International Exchange Division and report their destinations, return time and telephone numbers in advance. Students, who are absent from school without leave, will be punished withwarning or above.

Article 55 Students must follow the rules below to ask for leave.

(1) Leave within one day can be approved by the monitor. Signed by the head teacher, the note of leave shall be forwarded to the International Students Office.

(2) Leave within one week needs to be approved by the International Students Office, where the note of leave are available. After the signature of the head teacher, students must go through the formality of asking for leave at International Exchange Office with the note and relevant proving.

(3) Leave more than a week requires an application. Signed by the head teacher and approved by the director of International Exchange Division, the application shall be filed in the division. Sick leave must be attached a confirmation from the hospital.

(4) Return from leave must be reported to the International Exchange Division in time.

Article 56 The application of leave must be prepared in advance unless an acute disease or an emergence occurs. The student, whose absence is longer than 1/3 of a semester, is advised to suspend their schooling and not allowed to take part in the assessment of the semester.

Article 57 Leave will not be permitted during the period of assessment except for a serious or acute disease. Sick leave shall be strictly limited at the time of assessment. Leave for a serious or acute disease requires a confirmation from the hospital.

Article 58 Absence from class without leave will be regarded as absenteeism. The absentee must get admonishment as well as the disciplinary punishment. After registration, the student, who plays truant, will receive the following punishment:

(1) A warning is given to those students who are absent from school for 11 to 25 class hours or 5 days accumulatively.

(2) A serious warning is given to those students who are absent from school for 26 to 40 classes or 6 to 8 days accumulatively;

(3) A demerit is recorded for those students who are absent for 41 to 55 class hours or 9 to 11 days accumulatively;

(4) Probation is put on those students who are absent for 56 to 70 class hours or 12 to 14 days accumulatively.

(5) Students, who are absent over 71 class hours or more than 15 days, will be expelled and have their Residence Permit annulled.

(6) Absence for one day during the teaching period can be accounted by the class hours. During the period of internship, absence for one day equals to 5 class hours.

Chapter 4 Daily Behavior Management

Article 59 Students are educated and managed according to the laws and regulations of China. Students should abide by Chinese law and regulations as well as the discipline of the university. Students must show their respect and obedience to Chinese moral codes and customs.

Article 60 Students are allowed and encouraged to take part in artistic and sport activities. Students can also take part in various clubs organized by Students’ Association. Approved by the university, the student friendship party can be set up. The friendship party must observe Chinese laws and regulation and accept the supervision of the university.

Article 61 The university shall respect international students’ custom and religious beliefs, but do not provide any place for religious activity. Preaching and religious rally are forbidden at the unreligious area. Performance of religion must abide by theRegulations on the Alien’s Religious Activity in People’s Republic of China.

Article 62 Students cannot be employed to work or do business during their study, but they can take the work-study program provided by the university.

Article 63 Students’ behavior, which breaks the rules of public security such as excessive drinking, gambling, drug-addicting, and distribution, copy or sale of illegal books or audio-visual products, are forbidden. Those activities, which defame the college student’s image or damage the social moral codes, are prohibited. Students, who offend the rules, shall be punished. And the student shall shoulder all the responsibility, if a bad consequence (including a casualty or a loss of property) occurs.

Article 64 On the aspect of discipline and others, the students shall be managed according toRegulations on the Students of Higher Education Institution.

Chapter 5 Regulation on Students’ Dormitory

Section 1 Accommodation

Article 65 Students must obey the regulations on dormitory management and they are forbidden to carry out activities which are against the laws and regulations of People’s Republic of China and CSUST in their dormitory, such as missionary work, gambling, drug abusing and playing pornographic audio and video products.

Article 66 International students’ accommodation must be arranged in the International Students’ Apartment, which is organized by the International Students Office. Students should not exchange rooms or occupy dorm without permission, nor can they lend or rent the room privately. It is strictly forbidden to lend the key to others. If the key is lost or damaged, the student can reapply for a new one.

Article 67 Before the accommodation, the cash deposit must be paid. Students should apply to return the room two days before their departure. After inspection, those students who keep all the facility good and the room clean shall get their deposit refunded. Those students who damage, disassemble or modify the facilities shall make the compensation according to the rules of the university.

Article 68 A warning shall be given to the student who accommodates others. The student, whose accommodation of others leads to a bad consequence, shall get the punishment of demerit recorded or even more serious one. Students, who accommodate the guests of the other sex, shall get the punishment of probation or even more serious one.

Section 2 Visitors

Article 69 Visitors to International Students Apartment need to register at the guard’s and get their identification card back when they are leaving. Visitors must observe the visiting regulations of the university. Shouting aloud and staying overnight are forbidden and shall be punished. Visitors are obliged to accept the examination of the guard. Visitors, who refuse to fulfill the formality, shall be denied for their visit. Visitors, who force their entrance into the building, shall be handled by the security department of the university.

Article 70 Spouses and children of students must get the approval from the International Students Office, and fill in the temporary accommodation form to stay for night. Students, who put up the guest for night without the permission, shall get the punishment of warning or a more serious one.

Article 71 International students and visitors must abide by the visiting time. Visitors must leave the dormitory before the stipulated time. Violators of the rules are declined.

Visitor’s time

Monday to Friday, 16:30-22:30

Weekend orHoliday, 9:00-23:00

Section 3 Stipulations on Daily Schedule

Article 72 Students living in the apartment must observe the time limit.

Closing time:

Sunday to Thursday 23:00

Friday, Saturday and holidays 24:00

Article 73 Without permission, no student are allowed to stay off campus for night. In special cases, students need to get the approval from the International Students Office. Violators of the rules above shall be handled in accordance with the following regulations.

Within one semester:

Students staying out for 5 nights without permission shall be warned.

Students staying out for 6 to 11 nights shall get a serious warning or have their demerits recorded as punishment.

Students staying out for more than 12 nights shall get the probation or even more serious punishment.

Section 4 Environmental Protection of the Apartment

Article 74 The dormitory inside should be kept quiet. Shouting, playing instruments or music loudly, firing fireworks or stirring a commotion are strictly forbidden during the time of class, self-studying or bedding. The violator shall be imposed by blackout, warning, serious warning or demerit in record as punishment concerning the seriousness of the case. No party with drinking is permitted to be held in the corridor or the hall. Those students, who interrupt the others and refuse to correct themselves after admonishment, shall get the warning punishment.

Article 75 The dormitory should be kept clean. Keeping pets is strictly prohibited. Casting of fire, bottles, bricks, paper or water and etc. from the window or corridor is not allowed. The violator shall be imposed by warning, serious warning or demerit in record as punishment concerning the seriousness of the case. If a crime is committed, the violator shall be transferred into the judicial organs.

Article 76 The apartment should be kept tidy and cleared of obstruction. It is strictly forbidden to hang clothes or park motorcycles and mopeds in such public areas as the corridor, hall or fire passage.

Section 5 Facility and Fire Service

Article 77 Energy-saving and emission reduction is a global convention and students should economize water and electricity. When leaving the room, students should turn off the electric appliances, like air conditioners and TV sets. Students are not allowed to use high-power electric appliances, such as electric stove, electric cooker or electric heater. Violators shall have their electrical appliance confiscated as well as be punished concerning the seriousness of the case. The exceeding part of the electricity consumption over those set by the university shall be paid by the students themselves.

Article 78 Students, who cause a fire from using the forbidden electrical appliances without a severe result, shall get the punishment of demerit in record besides compensation. Students, who cause a fire with severe consequence, shall get the punishment of probation and even be handled by the public security bureau.

Article 79 Installation of telephones, wiring and removal of fire-fighting equipment without authorization are forbidden. Damaging the data interface on the wall and the network facilities are also forbidden. Violators shall be punished by Notice of Criticism or warning concerning the seriousness of the case.

Article 80 The inflammables and the explosives, such as gas tanks, alcohol stoves, kerosene stoves, candles and fireworks, are prohibited from taking into the dormitory. No burning is allowed and the violator shall get the punishment of serious warning or more serious one.

Article 81 Students should raise their awareness on fire control and antitheft and master fundamental fire-fighting knowledge. No movement of the fire-fighting equipment is allowed. When leaving the room, students must extinguish the fire, turn off the power, close the windows and lock the doors. When electric appliances are in use, users shall not leave unless it may lead to short circuit, which may cause fire. Students must keep their personal belongings and valuables carefully and be responsible for those things. If there is any loss, students must report to the International Students Office for further check and investigation.

Article 82 Students must consciously protect public property. Any moving and destroying of dormitory facilities are forbidden. Students must report the damage of facilities to International Exchange Division for repairing if there is any, and accept the compensation or punishment willingly. Students who destroy public facilities purposefully must be punished accordingly after full-price compensation.

Article 83 After using the public facilities, the user must take his or her personal belongings in time so that the public facilities are available to others. After 23 o’clock, no washing machine or public kitchen are allowed to be used.

Chapter 6 Medical Treatment and Insurance

Article 84 It is suggested that students, who shall study in the university over 6 months, should purchase the group comprehensive insurance. Students who do not purchase insurance will pay by himself any costs concerning medical treatment, and the university has an exemption from any duty and liability.

Article 85 Insurance fees should be paid in two weeks after the school opens on the students’ own willingness.

Article 86 The University shall designate one of the life insurance company, which is ratified by theChina Insurance Regulatory Commission, to deal with the business to make the students enjoy the same benefits from the insurance.

Article 87 The University plays an agent in collecting fees and purchasing the insurance for all the students and assists the students in making a claim.

Chapter 7 Scholarship

Article 88 The scholarship is established to showcase the good spiritual outlook and encourage the students to study hard. The evaluation and the judgment of the scholarship shall observe the principle of transparency, fairness and equality. The rules are formulated to regulate the selection of the scholarship and clarify the principle and scheme of the scholarship.

Section 1 Evaluation and Judgment

Article 89 The evaluation of the distinguished international students and awards for international students is under the charge of the International Exchange Division.

Article 90 International students, who enroll in regularly, are qualified to apply the scholarship. The applicator must observe the law ofChinaand regulations of the university, have good character, and have no record of crime. Students, who are eligible, may apply for the scholarship once in a school year and may continue to apply the next school year

Article 91 The list of candidates, whose order is arranged according to students’ scores and record of attendance, and other materials for evaluation and review need to be submitted to the International Students Office (The list must be arranged in sequence).

Article 92 The candidates’ behavior will be checked by the International Exchange Division.

Section 2 Ranks of Scholarships

Article 93 The detailed description of scholarships of each academic year is listed as below:

(1) Scholarships for undergraduates and junior college students fall into 3 ranks:

First Scholarship:¥3000 RMB/person

Second Scholarship:¥2000RMB/person

Third Scholarship:¥1000RMB/person

(2) Scholarships for postgraduates fall into 3 ranks:

First Scholarship:¥5000 RMB/person

Second Scholarship:¥3000RMB/person

Third Scholarship:¥2000RMB/person

(3) Scholarships for doctors fall into 3 ranks:

First Scholarship:¥6000 RMB/person

Second Scholarship:¥4000RMB/person

Third Scholarship:¥3000RMB/person

The rank, the winner and the money of the prize will be adjusted by the university in due time to fit the changed condition.

Section 3 The Standard of Distinguished International Students Scholarship

Article 94 Applicators for the Distinguished International Students scholarship should satisfy the following conditions:

(1) Having good moral character. The students should abide by the law of China, take part in various activities of teaching or practice organized by the class, the department or the university, follow the regulation of the university and the social moral codes and behave civilly and friendly.

(2) Being good at study. The student should study hard and own wide knowledge.

(3) Having good habits in life. The student should observe the regulations of the International Students Apartment.

(4) Being in good health. The student should persist in doing exercise, enjoy good mental health and pass the physical examination.

Article 95 Students, who have one of the following conditions, cannot apply for the Distinguished International Students Scholarship.

(1) violating the law of China or being punished with warning or a more serious one from the university.

(2) failing the exam or playing truant.

(3) not paying his/her tuition or accommodation fee in time.

(4) being in probation.

Article 96 The scholarship winners, who are punished with probation or a more serious one, shall have their scholarship cancelled since the punishment is ordered.

Section 4 Measures for Evaluation

Article 97 The ranking of scholarships is based on the total score of the student. The total score consists of the basic score and the extra score.

Article 98 The basic score is the average score of the student’s final grade.

Article 99 Students, who satisfy the following conditions, can get the extra score.

(1) students, who win the first prize, the second prize or the third prize in a national competition, shall get the extra score of 3, 2.5 or 2 respectively. In a provincial competition, the first prize winner, the second prize winner and the third prize winner will receive the extra score of 2.5, 2 and 1.5 respectively. In the competition of the university, the first prize winner, the second prize winner and the third prize winner will receive the extra score of 1, 0.8 and 0.5 respectively. In the competition of the school, the first prize winner, the second prize winner and the third prize winner will receive the extra score of0.3.0, 2 and 0.1 respectively.

(2) students, whose group achieves the first prize, the second prize or the third prize in a national competition, shall get the extra score of 3, 2.5 or 2 respectively. Students, whose group achieves the first prize, the second prize or the third prize in a provincial competition, shall get the extra score of 2.5, 2 or 1.5 respectively. Student, whose group achieves the first prize, the second prize or the third prize of a competition in the university, shall get the extra score of 1, 0.8 or 0.5 respectively. Students, whose group achieves the first prize, the second prize or the third prize of a competition in the school, shall get the extra score of 0.3, 0.2 or 0.1 respectively.

(3) Students, who receive the commendation from the school, shall get the extra score of 0.3. Students, who receive the commendation from the university, shall get the extra score of 0.5.

(4) The carders of the class or above, who fulfill their tasks well shall get the extra score of 0.1 to 0.5.

(5) Students, who pass the exam of HSK and obtain the certificate or a higher one, shall get the extra score of 2.

Section 5 Examination and Approval

Article 100 The tentative result of the evaluation must be notified publicly and seek public opinion for 3 days. Then, it will be submitted to the competent authority to examine and approve.

Section 6 Appeal

Article 101 If a student has objection to the tentative result of the evaluation, an appeal can be made to the International Exchange Division within 3 days after the result is published. Upon the appeal, International Exchange Division should collect the opinions widely, make careful investigation and give an answer in 3 days. Approved by the competent authority, the feedback (the final result) will be notified to the student.

Chapter 8 Disciplinary Actions

Article 102 The procedures and authorization of disciplinary sanctions:

(1) For the sanctions of warning and serious warning, the International Students Office of International Exchange Division takes the responsibility to investigate disciplinary violations and the International Exchange Division discusses, makes decisions and gives the written notice for the sanctions. A copy of the decision shall be sent to the University to be kept in record.

(2) For the sanctions of recording a demerit and academic probation and expulsion from school, the International Students Office of International Exchange Division takes the responsibility to investigate disciplinary violations and International Exchange Division discusses and puts forward preliminary sanctions, which will be reported to the relevant school leaders. After gaining the approval of the relevant school leaders, the school gives the written notice for the sanctions. (The sanction of expulsion from the school will be discussed and decided by the presidents’ meeting and the written form of sanction notice will be submitted to Educational Department of Human Province.)

(3) After the decision of giving sanctions was made, a Sanction Decision Record should be issued and delivered to the student by the International Exchange Division, which must be signed by the student or his or her agency. If the student refuses to sign, the working staff (two or above) of the International Exchange Division in charge of delivery shall record his or her refusal.

(4) When the sanction of probation or above is decided, CSUST will also inform the student’s home country’s Embassy in China, his or her agency or parents.

Article 103 Students with the two sanctions of warning shall be punished with a sanction of probation or above concerning the seriousness of the case when the students violate the regulations for the third time.

Article 104 The period of probation is usually one year. The sanction of academic probation can be lifted on time for students who make progresses in the period of probation. The sanction of academic probation can be lifted ahead of time for students who render meritorious services or make significant progresses (The duration of academic probation should not be less than six months). The duration for academic probation could be prolonged for students who do not behave well during the period of academic probation (The duration for accumulative academic probation should not exceed two years). The sanction of expulsion from school should be given to the students who violate disciplines again during the period of probation.

The students should submit the written application for lifting the probation. The International Students Office should write the report for lifting the probation which will be examined by the International Exchange Division and approved by the relevant school leaders.

The sanction of recording a demerit instead of academic probation should be given to the senior students who should have been given the sanction of academic probation due to the reasons except cheating in examinations. When such students graduate, they will be conferred on the completion of schooling. Such students can apply for the reissued diploma after one year of graduation by the records of thoughts, work and daily performance given by the working unit or community of the students.

Article 105 If one of the following cases occurs, the student shall be given the sanction of school expulsion.

(1) Violating the Constitution of China, undermining stability and unity, and disturbing the social order;

(2) Violating Chinese laws and constituting a criminal offense;

(3) Being penalized due to the violation of Public Security Regulations and with vile nature;

(4) Being replaced by other student or replacing other student in exam, organizing cheating, using communication equipments to cheat and other cheating activities in exam;

(5) Violating school regulations and seriously affecting teaching order, living order and management order of public places of the school, infringing the legitimate rights of individuals and organizations with serious consequences;

(6) Being punished due to repeated violation of school regulations and refusing to correct his or her errors, disobeying school’s decision and being deliberately provocative.

Article 106 Other disciplinary violations, which are not covered in this Interim Regulations, shall be handled in accordance with theProvisions on the Disciplinary Offenses of Students of CSUST.

Chapter 9 Supplementary

Article 107 Management of postgraduates, students from Hong Kong, Macau and Taiwan as well as overseas Chinese students shall refer to these interim regulations.

Article 108 Any unmentioned aspects shall be dealt with in reference to the relevant policies and regulations of CSUST. If any contradictions occur between previous regulations and the present interim regulations, the present regulations shall be deemed as appropriate.

Article 109 The interim regulations shall be implemented since date of issuance, the interpretation of which shall be subject to the International Exchange Division of CSUST.
